My Opinion: June 20, 2013

CTN body text:RAYMOND —I didn’t quite understand why at the end of our House session day, on June 5, the Speaker declared from her podium that we were recessed until next session on June 26. I know that she was well pleased that the House finished our regular 2013 year on time, but she closed the door on any possible games that the Senate would play with the remaining House bills they still had in their possession.

With her mistake, as soon as the Senate got wind of it, they tacked Senate bills, that the House had killed, onto our House bills, as non-germane amendments. These bills along with any others they still have will automatically have to go to a committee of conference, as there is no way the House can vote on them now with the House out of session and the years deadlines passed. This was very definitely not a wise move on the Speakers part, but very good for the minority Republicans.

The 2013-14 budget now has three versions, the Senate, the House, and the Governors. What a mess for the Committee of Conference to work out in only a very few days. There are some very serious problems that are going to be very hard to reconcile, and could lead to a stalemate that could keep us in Concord into July.

One of the major disputes will be on what New Hampshire wants to do with the Medicaid Expansion, the state’s largest and most expensive program.

In its ruling on the Affordable Care Act, the U.S. Supreme Court specifically gave the states the authority to not expand their Medicaid programs. Many of the states have already decided to not expand the program at this time, and I will give you some of the reasons next week. Stay tuned.

She is survived by brother, Donald Quiggins of Georgia; sisters, Geneva (Phelps) Stanley of Kentucky, and Frances (Phelps) Bratcher of Tennessee who had just visited Jo Ann in September of 2013.
