Article 2 - Operating Budget

Shall the Hampstead School District raise and appropriate as an operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amounts set forth on the budget posted with the warrant, for the purposes set forth therein, totaling $23,452,315? Should this article be defeated, the operating budget shall be $23,531,777, which is the same as last year, with certain adjustments required by previous action of the Hampstead School District or by law; or the governing body may hold one special meeting, in accordance with RSA 40:13, X and XVI, to take up the issue of a revised operating budget only. Note: Warrant Article 2 (Operating Budget) does not include appropriations proposed under any other warrant articles. (MAJORITY VOTE REQUIRED)

Article 3 - Collective Bargaining Agreement - Hampstead Association of School Staff

Shall the Hampstead School District vote to approve the cost items included in the collective bargaining agreement reached between the Hampstead School Board and the Hampstead Association of Support Staff, which calls for the following increases in salaries and benefits at the current staffing levels:

Cost Distribution: Year 1 - Year 2 - Year 3 - Year 4

Salaries: $40,594 - $35,008 - $49,793 - $59,106

Professional Development: 0 - 0 - 0 - 0

FICA: 2,781 - 2,674 - 3,802 - 4,514

NH State Retirement: 526 - 615 - 877 - 1,053

Insurance: (21,344) - 0 - 0 - 0

TOTAL: $22,557 - $38,297 - $54,472 - $64,673

and further to raise and appropriate the sum of $22,557 for the 2012-13 fiscal year, such sum representing the increase in salaries and fringe benefits over those of the appropriation at current staffing levels paid in the prior fiscal year? (MAJORITY VOTE REQUIRED)

Article 4 - Authorization for Special Meeting on Cost Items

Shall the Hampstead School District, if Article 3 is defeated, authorize the Hampstead School Board to call one special meeting, at its option, to address the Article 3 cost item only? (MAJORITY VOTE REQUIRED)

(Without this article, the District would have to petition the Superior Court for a Special School District Meeting. This saves the District the expense of attorney fees and court costs.)

Article 5 - Capital Reserve Fund

Shall the Hampstead School District raise and appropriate up to $75,000 to be placed in the School Renovation, Reconstruction and Capital Improvement Capital Reserve Fund established in 2006, with such amount to be transferred from the June 30, 2012 unreserved fund balance (surplus) in excess of $150,000? (MAJORITY VOTE REQUIRED)

(The first $150,000 of surplus will be returned to the taxpayers. The next $75,000 of the surplus will be placed in the Capital Reserve Fund. Any additional surplus will be returned to the taxpayers. The funds from this article come from the 2011-12 school budget surplus, not from additional taxes.)

Article 6 - General Acceptance of Reports

Shall the Hampstead School District accept reports of agents, auditors, and committees as written in the 2011 Annual Report? (MAJORITY VOTE REQUIRED)

Article 7 - Tax Cap Petition by Jorge Mesa-Tejada et al

Shall we adopt the provisions of RSA 32:5-b, and implement a tax cap whereby the governing body shall not submit a recommended budget that increases the amount to be raised by local taxes, based on the prior fiscal year's actual amount of local taxes raised, by more than 2%? (3/5 MAJORITY VOTE REQUIRED)
