Article 2: Shall the Sanborn Regional School District vote to raise and appropriate the sum of Two Million One Hundred Ninety Four Thousand Nine Hundred Fourteen Dollars ($2,194,914) (gross budget) for the necessary renovations and code compliance regulations for the Historic Seminary Building, and to authorize the issuance of not more than Two Million One Hundred Ninety Four Thousand Nine Hundred Fourteen Dollars ($2,194,914) of bonds or notes in accordance with the provisions of the Municipal Finance Act (RSA 33) and to authorize the School Board to issue and negotiate such bonds or notes and to determine the rate of interest thereon and further authorize the School Board to apply for, obtain and accept federal, state or other offsetting revenue, if any, which may be available for said project and to comply with all laws applicable to said project; and authorize the School Board to take any action or pass any other vote relative thereto; and further raise and appropriate the sum of Thirty Three Thousand Dollars ($33,000) for the first year's payment on said bonds or notes? (Requires 3/5 majority).

ARTICLE 4. Operating Budget: Shall the Sanborn Regional School District raise and appropriate as an operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amount set forth on the budget posted with the warrant, or as amended by vote at the first session, for the purposes set forth therein, totaling Thirty One Million Two Hundred Sixty Nine Thousand Seven Hundred Eighty Eight Dollars ($ 31,269,788) Should this article be defeated, the default budget shall be Thirty One Million Two Hundred Seventy Four Thousand Seven Hundred Sixty Dollars ($31,274,760), which is the same as last year, with certain adjustments required by previous action of the Sanborn Regional School District or by law; or the governing body may hold one special meeting, in accordance with RSA 40: 13, X and XVI, to take up the issue of a revised operating budget only. (This warrant article does not include appropriations in any other warrant article.)

She was born in Little Bend Kentucky, to Beatrice (Shepherd) Phelps and John (Cat) Phelps in 1934. Jo Ann was predeceased by brothers, Marcus Phelps, Johnny Phelps, Forrest Phelps and sisters, Juanita Phelps, and Jeanette (Phelps) Vincent. She is survived by brother, Donald Quiggins of Georgia; sisters, Geneva (Phelps) Stanley of Kentucky, and Frances (Phelps) Bratcher of Tennessee who had just visited Jo Ann in September of 2013.
